By working across agencies and with local partners, reimagining how services are delivered, and focusing cuts on low-impact areas, the state can continue to drive progress. Initiatives like Operation Cyber Idaho demonstrate how innovation and partnership can maintain momentum and resilience even in times of fiscal constraint.
Operation Cyber Idaho is dedicated to cultivating a more skilled and capable cybersecurity workforce across the state. This mission will be advanced through the following key initiatives:
Local Apprenticeships and Internships
Expanding Idaho’s cybersecurity talent pipeline by offering hands-on learning opportunities for students and emerging professionals within local and tribal organizations.
Cyber Assessments
Conducting thorough evaluations to identify system vulnerabilities and gaps, providing a roadmap for future improvements.
Remediation
Implementing targeted solutions to address identified risks and enhance the overall security posture.
ITS is proud to highlight the Cybersecurity Apprenticeship Program, a collaborative effort launched in February 2025 between Boise State University and ITS. This program was designed to strengthen Idaho’s cybersecurity posture by connecting university talent with local partners across the state.
Through Operation Cyber Idaho, the program has already made a significant impact by placing skilled cybersecurity apprentices in counties, cities, school districts, and other critical infrastructure entities. These apprentices are not only gaining hands-on experience but are also helping to enhance the cyber resilience and preparedness of their host organizations.
Each two-year placement includes:
- Access to ITS’s Security Operations Center (SOC) and cybersecurity resources
- Tools and guidance to conduct risk and vulnerability assessments
- Ongoing mentorship and professional development
The program empowers local organizations to select apprentices that best fit their unique environments and needs, fostering stronger collaboration and trust between local and state government.

So far, we’ve seen participation from:
- 8 counties
- 2 cities
- 3 school districts
And this year alone, we anticipate filling 31 apprenticeship positions across ITS and our local partners.
