November’s Liaison Meeting

ITS hosted its November 2025 hybrid liaison meeting in its new facilities at Building 4 on the Chinden Campus. Attendees who joined in person were offered a tour of the new workspace and an opportunity to reconnect with colleagues across the agency. The meeting opened with an impromptu visit from Alberto Gonzalez, who offered brief remarks expressing appreciation for the liaisons and other participants in this series. He emphasized the value of these sessions in strengthening understanding of ITS operations and in highlighting how liaison roles can support both ITS and their respective agencies. 

Two topics drew the majority of attention at the meeting:

  • ITS uses a cost-recovery model to allocate costs to customers. Those allocations feed into the state’s SWCAP to get agencies appropriations. ITS is preparing to phase in a utilization component of the cost-recovery model that will give agencies greater visibility to how much of a given service they are consuming and confidence they are being billed for their utilization rather than a generalized share across the enterprise.
    CFO Tim Tower and Enterprise Architect Chris Carlisle presented the conceptual direction of this model and provided early insights into expected timelines. Additional updates will be shared in the coming months.

  • Artificial intelligence remains a prominent topic across the enterprise, raising questions about capabilities, applications, and risks. The state has issued official guidance on approved software solutions and currently has several proof-of-concept pilots underway. Recognizing the pace and complexity of AI developments, ITS is offering assistance to help agencies navigate related challenges and opportunities.
    Work is also underway to establish procurement pathways for commercial AI products. The next virtual ITS liaison meeting will include expanded discussion on available paid AI subscriptions and related guidance. AI Solution Architect James Palmer will lead these efforts, supported by her team, to intake agency requests and provide direction as this area of technology continues to evolve.

The meeting concluded with snacks, networking between agency liaisons, and more discussions about hot topics with SDMs, presenters, and other participants.
