I am excited to announce that ITS has hired Michael Phelan as its new Chief Financial Officer. Michael will step into the role currently held by Tim Tower, who is retiring this spring.
Michael has 10 years of state service and has served as an Auditor and Research Liaison with the Legislative Services Office. During that time, he completed audits for dozens of state agencies, with a primary focus on compliance and financial reporting. Before beginning his career in state service, he worked as an internal auditor for a Fortune 500 company, bringing a high level of private-sector rigor to public-sector fiscal management. Throughout his career, Michael has focused on the design and implementation of strong internal controls and ensuring fiscal accountability to maximize value for stakeholders and the citizens of Idaho. He is excited to bring his experience navigating the complex financial and regulatory landscape of state government to ITS to align with the agency’s mission of modernization and connecting citizens with their government.
An Idaho native, Michael is passionate about serving his home state. His interests outside of work include woodworking, hunting, and reading science fiction and fantasy. He finds his greatest fulfillment in spending time with his wife, Cortney, and their four children.

Michael will work alongside Tim and the fiscal and business administration teams before Tim’s last day in the office Friday, Mar. 13th.
