On Election Day, ITS played a critical role in safeguarding the integrity of the state’s electoral process by participating in the Idaho Secretary of State’s Election Security Group (ESG). ITS provided advanced monitoring tools and cybersecurity services to support secure and uninterrupted elections across the state.
The ESG’s mission was clear:
“Establish ‘whole-of-state’ elections security management, monitoring, tracking, advice, and response for the State of Idaho during the November 4, 2025, Consolidated Election.”
The 2025 ESG brought together a coalition of state and federal agencies, local officials, and private sector partners, including:
- Idaho Secretary of State
- Idaho Office of Emergency Management
- Information Technology Services
- Idaho State Police / Idaho Criminal Intelligence Center
- Department of Homeland Security (DHS) Intelligence and Analysis
- County Election Directors, IT Directors, and Emergency Managers
- On-call vendor support
Throughout the year, ESG members convened regularly to assess potential threats, share intelligence, and develop coordinated response strategies. These efforts culminated in a comprehensive monitoring operation on Election Day.
ITS contributed in several key areas:
- The Data and Spatial Services team maintained and enhanced an ArcGIS-based application that consolidated real-time data on potential disruptions, enabling rapid situational awareness and decision-making.
- The Cyber Governance and Cyber Response teams staffed monitoring stations to detect and respond to cybersecurity incidents as they occurred.
- Working closely with IDSOS, the Cyber Response team leveraged intelligence from national partners to identify and mitigate threats. This included proactively addressing indicators of malicious cyber activity observed in other states, ensuring Idaho’s elections remained secure and uninterrupted.
The collaboration exemplified a successful “whole-of-state” approach to election security, reinforcing Idaho’s commitment to protecting democratic processes through innovation, vigilance, and teamwork.
